TasWater are now using PlanBuild Tasmania for their end-to-end application, assessment and approval processes for applications lodged in council areas using PlanBuild Tasmania.

For properties located in these areas, councils can refer, and applicants can now submit application directly to TasWater using PlanBuild Tasmania.

What can a customer lodge using PlanBuild Tasmania?

As each council adopts PlanBuild Tasmania, applicants will be able to submit applications directly to TasWater for properties in that area and these councils will be able to make referrals to TasWater via the system.

Councils currently using PlanBuild Tasmania include:

City of Hobart

TasWater are now using PlanBuild Tasmania for their end-to-end application, assessment and approval processes for applications lodged in the City of Hobart municipality only.

For properties located in this municipality, councils can refer, and you can now submit application directly to TasWater using PlanBuild Tasmania.

What can a TasWater user do using PlanBuild Tasmania?

Receive and assess applications

In areas where the council is also using PlanBuild Tasmania, TasWater will be able to receive applications directly from applicants and referral of council applications via PlanBuild Tasmania.

PlanBuild Tasmania includes assessment functionality for TasWater assessing officers to perform and record assessment details in the system.

Issue certificates and approvals for above applications

PlanBuild Tasmania includes functionality for TasWater to issue certificates or approvals for the applications listed above as well as the below certificates, notices and other approvals.

On completion of these applications the interested parties (e.g. the applicant/owner) will be notified.

If an application has been referred to TasWater by a planning authority using PlanBuild Tasmania, TasWater will be notified on completion of the application and can view and download the Permit (or other) and other approved documents.

Issue Certificate of Practical Completion

The Developer must meet the following requirements for each stage of the Development prior to the issuing of a TasWater Certificate of Practical Completion for each stage:

  • Submit ‘As constructed’ plans to the satisfaction of TasWater
  • Submit required test / survey records to the satisfaction of TasWater
  • Supervising Engineer has issued the Engineering Certification letter to TasWater
Issue Submission to Planning Authority Notice (SPAN)

TasWater can receive a referral of a Planning Permit application from council using PlanBuild Tasmania. On completion of the assessment, TasWater can issue the Submission to Planning Authority Notice (SPAN) back to the council along with any TasWater nominated conditions.

Internal Referrals

PlanBuild Tasmania includes functionality for TasWater to perform internal referrals while undertaking an assessment and/or re-assign assessment tasks to other internal users for their input.

Request Further Information from Council

PlanBuild Tasmania include functionality for TasWater Development Assessors and Development Support staff to request further information from the council to determine a response to a Planning Permit referral.

Councils will be able to select the request reasons provided by TasWater and provide them to the applicant to respond.  Once a response is received, the council will be able to use PlanBuild Tasmania to provide the response to TasWater to complete their referral.

Adjust Assessment Timeframe

This form can be accessed from the Sub project page and is used to change the assessment timeframe of an active application once it has been set.

Users will be prompted to select the relevant application and select someone in the organisation to approve the request (you can select yourself).

This will create a task for the selected user to approve the adjustment of the timeframe.

TasWater Frequently Asked Questions

Why can applicants only lodge to TasWater in City of Hobart?

The PlanBuild Tasmania portal is being rolled out iteratively.

As a council adopts PlanBuild Tasmania, you will be able to lodge applications directly to that TasWater for that municipality.

How will applicants lodge to TasWater outside City of Hobart?

Existing processes will remain for all councils, until they adopt PlanBuild Tasmania for the lodgement of council and TasWater applications.

How will applicants know if an application has been referred to TasWater?

An Application for Planning Permit may be referred to TasWater if they are required to have input. Once the TasWater assessment process is complete, they will issue a Submission to Planning Authority Notice (SPAN) to the council which may include permit conditions for the Planning Permit.
